Well it's an interesting question and Brazil is a phenomenal country and culture.. basically anywhere in Brazil has a ton of beautiful women, the issue is the language barrier. also the Hinge requirement probably reduces your options to just the mega cities like Rio de Janeiro, São Paulo..
I'd probably add Buenos Aires to the list to consider.. huge mega city, a lot of beautiful women.. it's not easy, but if you wanted to date younger women who are very attractive and put in some effort.. Buenos Aires is good cause at least it's Spanish-speaking (not Portuguese like Brazil)..
in Brazil if you're gonna go and speak English only, then you're basically gotta do Rio and stay in the touristy area.
I would make the argument also that Medellin still comes in towards the top of this list, just simply because if you're optimizing for hot women in their 20s who would date a guy in his 30s and 40s.. if you could not drink with Tinder girls and reduce the risk of getting drugged and robbed.. Medellin is still strong for overall lifestyle quality. and if you do a little Daygame, and you wanna build a social circle.. Medellin comes in strong because there's a huge digital nomad presence, it's easy to meet women, and it's lower cost than anywhere in Brazil.
You mentioned Florianopolis, which if you haven't been there, I find it's one of the most frustrating logistics cities as far as how it's la I had a out because the beaches are all 30 minutes from the center and the beaches are like little beach areas and there's nothing to really do besides the beach in those areas, so if you live near the beach = you're 30 minutes from all the malls and everything. and if you live near the malls and everything = you're 30 minutes from the Beach. Good thing about Florianopolis is there's there's zero foreigners, so that is cool, but it's it's quite a smaller city. if you look at the population, I would treat it like a small to medium city. it's not really a big city so the hinge requirement would fail there, and going to the mall it's a lower volume environment, so you gotta consider that .
Also another factor is how much time would you dedicate to a city, and if you're willing to learn conversational Portuguese.. then Brazil offers a wider list of cities to consider.. Belo Horizonte, Curitiba, Fortaleza, Goiania, etc
